Force manual version update or force version check #608

What steps will reproduce the problem?
1. Turn on Glass by connecting it to a charger and let them automatically 
connect to an already known network connection
2. Wait indefinitely for it to automatically check for updates.

What is the expected output? What do you see instead?
It's expected from Glass to automatically check for updates and notify me of an 
existing update, or to update automatically.
Instead, it keeps telling me "The XE is up to date" (even though I know that is 
not true) and there's no way to force the update or the check. 
I don't know if Glass is my any means aware that there is an update and it is 
currently downloading it; but if that is the case, then it would be expecting a 
"downloading updates" label, instead of the "XE is up to date" label.

What version of the product are you using? On what operating system?
Yesterday I had XE12, and once Glass was plugged to charger and connected to a 
network, it seamlessly updated to 12.1; currently, with the same network 
connection, I'm still stuck with XE12.1 and it refuses to autoinstall XE16, 
XE21 or whatsoever.

Additional note: I have another Glass that was updated to XE19 some time ago. I 
have connected it to the network right now for the first time in a month, and 
it is now updating seamlessly to XE21. 
Quite annoying, sincce I needed both of them to be XE19+, but now I wonder if 
it is an issue strictly related to XE12.1
