Move multiselect language to settings block in detailed page #53

I'm not satisfied about the appearance of the multiselect yet. The best I think is to move it to the top bar, in the same kind of style. Also add a tooltip with the explanation, what it is used for.

After some discussion with Guido, we thought it would be best to move the select media language bar to a seperate Media Settings box, in the detailed page, where the media items are.
