Window frames render above wires #209

https://github.com/wall-nerds/wallening/pull/171 was broken by https://github.com/tgstation/tgstation/pull/72389 Wires needed to be on the floor plane so they render below glass floors, but wires need to also render above window frames, and window frames CANNOT RENDER BELOW GLASS FLOORS

Need something like this image

Also applies for pipes, and needs to be on floor plane to render underneath floor tiles...
