xfer area: extents do not overlap #414

Problem with map (maybe leaflet?) that is triggering warning message "extents do not overlap" when trying to transfer to new area. Warning will show up if map is zoomed out to far (i.e., there may be repeats of countries) so the extents are not overlapping even though data loaded is global
