Add a few things to help us with Heroku #86

This incorporates Heroku's New Relic addon which, in addition to app monitoring, allows us to keep the app dynos up so there shouldn't be downtime. (New Relic is one of the free ways to prevent dyno sleeping. The other options are something like pingdom or upgrading Heroku to use an addition process which costs money.)

It also uses Heroku's sendgrid free add-on which allows us 400 free emails/day. That should be enough for exception mailers.
