ruby + puma upgrade #10

Coordinate with @jianyuan on upgrading ruby and switch out the Capistrano puma recipe with the new chef recipe.

[x] Build ruby 2.1.2 with ruby_install
[x] Swap the default ruby to 2.1.2
[x] Have @jianyuan bundle install and restart the site with the new ruby
[x] Remove rvm and old rubies from the server
[x] Install chef-puma cookbook
[x] Install chef-sidekiq cookbook
[ ] have @jianyuan redeploy without puma & sidekiq Capistrano.

@jianyuan As we talked about via email most of this is done we just gotta team up maybe tomorrow sometime and knock out the puma and sidekiq bits. Although I'm not sure I really need you around the more I think about it. I just gotta duplicate our current configs and get you to update your Capistrano recipes. Try to hang on irc tomorrow so we can get this done. Thanks! :beers:
