Clarify Software License and Copyright #3

While David's copyright on his code remains even after his passing, the license covering the use of this source code should be decided by the appropriate parties (if it hasn't already) and should be clearly stated.

Thank you for ensuring that the legacy of his work will continue to help cavers all over the world!

Not sure how I missed this. Yes, that's true, I'll ask his sister Marty, and hopefully I'll have an answer from her soon!

Do we have a reasonable decision on Licensing yet? I'm trying to work with a survex developer to implement a reasonable parser and having it be more clear whether this is under an open-source license or is merely source-available will make a big difference in how we should proceed with that effort.
