What steps will reproduce the problem?
1. Add the Uneducated Negative Quality to a new character
2. Add Technical, or Knowledge skills to the character using starting skill
points
What is the expected output? What do you see instead?
Technical and Knowledge skills are costing double skill points when the quality
itself states: "Additionally, the Karma cost for learning new skills or
improving existing ones in these categories is twice the normal rating
(including at character creation)..." Skill points are not karma the cost is
not increased
What version of the product are you using? On what operating system?
Windows 7 and 0.0.5.125
