O3D Installer Failure, Error 1603 (Event, MSI logs included) #208

What steps will reproduce the problem?
1. Run O3DSetup.exe OR follow Browser-Driven O3D install processes
2. Tried this from within Firefox 3.6, Chrome 4, and IE7; all fail
3. Successfully installed other Google products (Chrome, Earth)

What is the expected output? What do you see instead?
Expected: Successful install. Instead: Dialog box with "The installer
encountered error 1603: Fatal error during installation."

What version of the product are you using? On what operating system?
Version: O3DSetup.exe downloaded 29 Jan 2010
OS: Windows XP SP3, fully patched

What hardware are you using:  Dell Latitude 620

This is likely due to Google Update not being able to do its thing(s). Check 
“C:\Documents and Settings\mjohnson\Local
Settings\Application
Data\Google\Update”. Empty out the Downloads folder and look in the Task 
Manager (Ctrl-Alt-Delete) to see if GoogleUpdate.exe is running.
