Anywhere these data types are used, the specification "binds" a value set to the element. does this mean every codable element used in resource we can only use one of the above 3 data types,and we should specify a value set for it ,we dont directly use code system anymore

是不是说一个可编码值的字段,只能选上述三种数据类型之一,而且要绑定一个value set给这个字段,我们不直接使用code system
