Well, be careful about "non-clinical". Practitioner will be used for receptionists, taxi drivers and other "non-clinical" individuals - but are individuals who are acting in their professional capacity. RelatedPerson is for people who are not acting in a professional capacity, but rather solely based on their relationship to the patien
Does anyone have any insight on the relationship between Patient.contact & RelatedPerson

From Lloyd a while back: “RelatedPerson is when we want to capture records for people who can “do” things - sign consents, report data, capture observations, etc. Patient.contact is the standard “next of kin” information.
