--losslevel has no effect without --monochrome #86

What steps will reproduce the problem?
1. Set --losslevel=200 without --monochrome

What is the expected output? What do you see instead?

Foreground BW layer should be compressed, but lossless compression is used 
instead which results in large file size.

It is true that --loss-level has no effect without --monochrome, but this is 
documented, and would be rather difficult to fix.
