Documentation: Dependency on GnuPG Made Easy #35

I have submitted a Gentoo Linux ebuild to get Bower accepted as a new package. While doing that, I came across a documentation issue. README.md states that GPGME is required at compile time, but makes no mention that it is also required at runtime.
