Note: This feature is still rather unfinished. Feel free to leave it on the pull request branch until I'm done with it. I simply wanted to make the pull request already so that others are aware of my approaching the topic.

Cf. https://github.com/wangp/bower/issues/58. This is a first go at the feature and remains rather unfinished. It still misses proper error handling should the filter fail, for instance. Usage is pretty straightforward and has been hinted at in bower.conf.sample.

Note that the first commit on this branch breaks postpone/resume. Don't use this branch if you rely on that feature. I'll force-push once I found the issue.

Edit: More specifically it seems to break just resume. Postpone still seems to work.
