Detecting Boost version 1.75 does not work, but updating the M4 scripts fixes this issue.

Closing this PR after merged into dev branch at c3838c618099309a842e81f81bb2c9d42d68396c.

The master branch was intended for rebasing all changes on top of upstream master. As that work has been set aside due to my lack of time, that branch is also not used.
