Noto sans: modifier letters 02cd — 02d7 are zero width #19

Several of the spacing modifier letters in Noto Sans Version 1.04 have zero 
width, whereas they should be normally spaced. (See Unicode range with 
descriptions at http://www.unicode.org/charts/PDF/U02B0.pdf.)

For example, IPA [miːn] displays incorrectly, since the triangular colon sign 
ː is crushed between the i and n.

Hi,

Is anything happening here?  The bug is a year old now....

The Unicode link in the OP is incorrect (extra full stop at end).  Here is a 
corrected link:

http://www.unicode.org/charts/PDF/U02B0.pdf

An additional note: the Noto Sans problem is not restricted to the range 02cd 
— 02d7 as mentioned in the bug title.

For example, U+02CB MODIFIER LETTER GRAVE ACCENT has zero width but this is not 
correct

There is a different Unicode code point, U+0300 COMBINING GRAVE ACCENT, which 
is supposed to have zero width and combine with its base letter.  U+0300 
COMBINING GRAVE ACCENT is in a different Unicode block, Combining Diacritical 
Marks

So there are other characters in the Noto Sans Spacing Modifier Letters block 
(U+02B0 - U+02FF) that also need to be corrected (perhaps all of them; I 
haven't checked): the problem is not restricted to 02cd — 02d7
