"Inverted breve below" malplaced #25

What steps will reproduce the problem?
1. Trying to use letter u̯ (lowercase u with inverted breve below), it's not 
placed below, rather to the lower right.

What is the expected output? What do you see instead?
Now I can't get it to appear below, as intended.

What version of the product are you using? On what operating system?

Latest version of Noto Serif, it's the same on Noto Sans. I use Windows 8, and 
it's present both when I "test" the font on Fontsquirrel, and in 
InDesign/Google Chrome etc.
Further on, it's the same on my Android Phone, and at my Mac at work.

Please provide any additional information below.

Unfortunately I can't reproduce this on my Linux box or with the latest 
HarfBuzz. I get the attached screenshots, which correctly display the sequence. 
Would you please provide screenshots?

Ah, I send some pics. As you can see, two are from a Mac, and the third the 
"stock reader" on an Android. It's the same on Aldiko reader, and some other's. 
Both on a android tablet and my phone. I'm at work now, so I can't get any PC 
screencaps. But it's the same there. These examples are in italics I realized, 
but it doesn't matter. Italics or not, the same thing occurs. Both on Sans and 
Serif.

This is working with Noto Sans Regular v1.05 for me on Mac (with TextEdit) and 
Linux.
