Until cygwin gyp support is restored, always fall back on hermetic python in chromium #178

Currently, gyp does not work under cygwin python.
However, the rest of the gclient stack should work correctly.
We should use cygwin python (when that's what gclient was started with) as much 
as possible to reduce terminal issues and to increase speed.
