scim-sunpinyin 需要 scons 支持类似 make install DESTDIR=xxx #233

scim-sunpinyin 使用 scons prefix=xxx 可以编译，但是 scons install 
时是装到系统目录的。

打包者有 install 到指定目录的需求，类似 make install DESTDIR=xxx

使用--install-sandbox选项安装到制定目录，例如：
scons install --prefix=$(DEB_DESTDIR)/usr --install-sandbox=debian/tmp
