Secondary covers are mapped as Infrastrukturknoten/GEPKnoten with funktionag "andere". Therefore, if a Infrastrukturknoten/GEPKnoten with funktionag "andere" overlaps with a detailgeometrie of another entry, we should not create a wastewater structure for it. This PR adds a bool flag we can populate and use on instead of triggers
