auto-add the badtimes to S14-S26 #32

It'd be nice to not have to do this in perpetuity.

MAST is providing a CSV table of this file (much nicer), through the documentation page at https://archive.stsci.edu/missions/tess/doc/tess_drn/tess_orbit_times_by_sector.csv that runs through the end of Year 2
