[ ] Current Spending Item datasets vary in how categories are named, e.g. "Pedestrian Infrastructure" vs "Ped. Infra.". These need to be uniform without abbreviations.
[ ] Categorization function needs cleanup to better handle pre-2018 data

Known issues:

Diagonal parking gets assigned Parking, should be Street Redesign
PTZ cameras aren't picked up as Police Cameras
Older data has "Street Resurface" items that are coded as Misc. instead of Street Resurfacing
