Get menu category improvements #45

I updated the categorization logic to be more inclusive of many items, and properly categorize others. Known bugs are fixed, "Education" and "Traffic Infrastructure" categories were added.

I moved some items out of education (renamed "Schools") and to "Parks" (fields, playgrounds, etc.) and "Beautification" (50x50 neighborhood arts program was a public art program). I'm going to run the updated categorization script on the 2005-2023 data later today, overwrite the data in the repo, then merge this change into our main branch.
