Add nav sidebar/menu #4

Create a hamburger menu/navigation sidebar that matches the one in the current Flutter app.

This will go in a layout file.

Are we committed to using a sidebar on Desktop? Or is that the path we took due to Flutter/other limitations? Apologies in advance if I'm missing some historical context.

From a UX perspective, there's enough "screen space" to have a top-level navigation, and users might appreciate being able to see the nav links without having to click a hamburger icon. Open to others' thoughts!
