Strava leaderboard: only keep recent IRC people #42

As a follow up to #34.

If a person has not been on IRC in x days, then do not show them in the leaderboard.

Main downside: new to strava club people have to wait for me to get off my ass. Perhaps add bot commands to link your strava profile so I don't have to do it manually?
