Upgraded to support rack security updates.

This looks to be updating from 2.0 stable to forcing 2.2 stable. Does the CVE impact 2.0 or have a backport for 2.0.x? Rack is typically pretty good about doing backported updates. Looking at the CVE and rack repo, I didn't see anything.
