wwbootstrap - fix config search path #289

wwbootstrap - when specifying a bootstrap configuration search in ~/warewulf/bootstrap and /etc/warewulf/bootstrap to match the behavior in the help statement. Previously it would search in ~/.warewulf and /etc/warewulf.
