Bump r2 to 5.9.0 #308

@trufae there is something very wrong with r2. if you run radare2.exe -qc 'aa' radare2.exe it seems to run in an infinite loop.

Indeed. I can repro in local. Windows builds will be fixed for 5.9.2, can you disable those jobs until i find out the root cause?

i can just merge and have it red.

I found and fixed the bug on windows. If you are using r2 from git it should work again. But i plan to make another release with more fixes anytime soon. Thanks for the tag now r2dec is now packaged in the latest flatpak
