Editing animated tiles (H-Flip and V-Flip) on Tile16 set not saved correctly #407

Repro:

Open a vanilla rom
Edit > Edit Current Tileset
Select Tile16 ID: 6 (blue crystal)
Input all H-Flip checkboxes checked
Click OK
Edit > Edit Current Tileset
Select Tile16 ID: 6 (blue crystal)
H-Flip checkboxes are not checked and V-Flip checkboxes checked instead
