One-time messages to members on login

I would love to be able to deliver a simple message (or part of a node?) to people on login.. but just once.

• If Spanish... would you be interested in learning how to maintain the Spanish translation?
• Are you interested in volunteer opportunities? (link)
• If no picture or low-res picture... could you upload a picture?
• Suggest a survey on how site use is working? Or how many people they've hosted or stayed with...

It would give us a way to communicate, at least to active members, without the email routine, which is hard for everybody.

If we do this, it would need to be translatable (probably), and perhaps rules-driven.
