Terms of Use (TOU) and "Hold Harmless" statement #231

As a part of getting our act together legally and limiting liability, we need to have a Terms of Service page and it needs to explicitly hold us harmless. We'll need to chat with a lawyer about this.

Posted proposed terms of use and Privacy policy, along with a forum requesting feedback. Send an email to a number of people asking for comment. Will ask for review in the annual letter.

Fixed the capitalization of "Services" and other words.

This will need to be reviewed by the lawyer, be publicized to everyone, and be part of the signup process.

Have responded to all reviews. It would be good to have a legal review if possible.

Immediate need: ask new members to agree to it. Ask old members to agree to it.
