Inactive User module pesters blocked users #908

Inactive_user module pesters blocked users and is very poorly maintained. We should replace it with another technique.

The issue about sending to blocked users is at https://www.drupal.org/node/1078100

I have disabled inactive_user on production

It's unmaintained anyway, we really shouldn't be using it at all, or should take it over.

From the Drupal issue page it looks like this has been fixed. @kalpaitch can we activate it again?

Still need to do some work on this module. Plan to do so in the next few weeks.
