Expected behaviour
Scroll behavior is a system-wide macOS feature. It can be set in System Preferences > General, and holding the option key when clicking in the scroll bar should always reverse the behavior, regardless of what the user has chosen.
Well-behaved Mac apps should not override it without recourse.
