I'm pretty sure it's not "all purposes". I think the participant status actually takes precedence for past participation data / status page - the only problem is that you are not listed on the "participants" list if you submitted a workshop, which means that you need to be aware that somebody who submitted as a lecturer wants to be a participant if the workshop is rejected and go into their profile during qualification manually. The "your qualification status" page may display "rejected as lecturer" until you get approved as participant (at which point it will take precedence)
If a user submits a lecture they are considered a lecturer for all purposes.
If the lecture is rejected they are not considered for qualification as a participant. This is a very rare case, that I believe, we never run into. We should remember this for the future and consider resolving it at some point.
