List manager - provide clickable hyperlink to iblocklist #105

What steps will reproduce the problem?
Open list manager

What is the expected output? What do you see instead?
A hyperlink leading to --> http://iblocklist.com/lists.php

What version of PeerBlock are you using? On what operating system? 32- or
64-bit?
Win7 32-bit.

This is a good idea, and something which I briefly looked into when originally
revamping the List Manager UI.  Since it would require a fair amount of new 
code to
handle this (need to subclass the static-text class, apparently) I decided 
against it
for the time being.  Definitely a great idea moving forward though!

Hmm, it looks like this is going to be more effort to implement than I'd 
originally
estimated.  And since we'll be rewriting the GUI in a cross-platform manner for
PeerBlock 2.0, it seems kind of silly to do all that work now, only to redo it 
later
on too.  Soooo, postponing this until 2.0.
