Verify that user specified correct iblocklist.com URLs #114

One recurring problem users have had is copy-and-pasting the wrong URL from
iblocklist.com into the List Manager "Add List" screen.  For example,
putting in [http://iblocklist.com/list.php?list=bt_level2] instead of
[http://list.iblocklist.com/?list=bt_level2].  

We should detect these sorts of issues and warn the user when found,
potentially offering to auto-correct the error for them.

This issue was resolved in the r264 SVN commit, for some reason the auto-close 
stuff
didn't kick in though.
