Problems if no network connection when PeerBlock is started #115

Install r162 on a machine without an internet connection, and one of the
lists isn't accessible or fails to proceed with download, or the net
connection is bad. Peerblock doesn't detect this and doesn't pop up a
"lists aren't downloading, abort or keep trying" prompt, it just sits there
eternally until the update is manually aborted.

I have r223 running on my Vista64 machine.  When there is no internet 
connection (as 
when my computer boots up and my Clear 4G connection manager is taking it's 
sweet 
time to start up), peerblock starts up just fine and appears to be blocking IPs 
(of 
course my lists failed to update), but in actuality it isn't blocking anything 
until 
I manually hit "update lists".  

This can be frustrating as my windows update automatically reboots my computer 
unpredictably and leaves peerblock in it's nonfunctioning state until I come 
back and 
hit "update lists".
