Use redirectable URLs for new-release notification #119

Currently, we hardcode relatively generic locations for the web-page
PeerBlock will bring you to after it asks if you want to go to download a
new version of the program: devblog.peerblock.com for Interim Releases, and
www.peerblock.com/latest-release for Public Releases.  Ideally, these
should both lead to redirectable URLs, such that we can point them to
wherever we need to in order to bring up the correct download-location.  

While the www.peerblock.com/latest-release link could be alright in theory,
since we're currently using Google Sites to host www.peerblock.com we don't
have this ability.  Both of these should probably use an
update.peerblock.com based URL, which is hosted on an actual server and for
which we should be able to set up redirects.

- http://update.peerblock.com/latest-release for Public Releases
- http://update.peerblock.com/latest-interim-release for Interim Releases
