Issue #1
Remove "Splash screen" checkbox, as it has no effect anymore.

Issue #2
In the "List manager" rename the "Open list" button to "View" for a
coherent experience. (Rationale: The same function should always go by the
same name)

What version of PeerBlock are you using? On what operating system? 32- or
64-bit?
PeerBlock R172, Win7 (32bit)

Third issue:
Make the 2nd "Settings" page into the 3rd tab.
Result:

Tab 1 = "Protection"
Tab 2 = Settings A
Tab 3 = Settings B

Renamed the "Open List" button and "Open..." context-menu entry, in r174.  Will
review the others later on in the post-1.0 timeframe when we sit down to 
more-heavily
redo the UI.

Settings in 2 tabs fixed in r453.

Other UI things should go as seperate issues.
