Uninstall should prompt to close PeerBlock for you if open #127

What steps will reproduce the problem?
1.  Click to uninstall PeerBlock

What is the expected output? What do you see instead?
PeerBlock says the program must be closed before the uninstall can proceed.
 It would be nice if it offered to close the program for you so the
uninstall could continue.

What version of PeerBlock are you using? On what operating system? 32- or
64-bit?
Windows 7 RTM 64bit.

Please provide any additional information below.  Make sure to attach
peerblock.log and/or any screenshots that would help explain your problem.

This is a good idea.  PeerBlock must be closed on upgrade as well, so we should 
fix
both aspects of the problem at once.  Will let one of the Installer guys on our 
team
figure out how easily doable this is.

Definitely not easily doable. Needs pure code to do something like that.

I need help on this also. It won't let me uninstall. It says it has to be 
closed, but I don't know how to close it. Help!!!!!!
