Silent update #136

Update silently at startup, without all the flashing windows and bars 
lists showing up.

No popups: Yes, please.
No notification at all: Well, I for one wouldn't like that.

This is definitely a good idea.  For notification options, I'm thinking of maybe
popping up a "balloon" notification letting you know what it's doing, and 
definitely
if any errors are found (or if a new PeerBlock version is found).  Will make 
this an
option, so you can run it in completely silent mode if you're interested; 
probably
will still display the "Updating" window if you manually update the lists by 
clicking
on the "Check Updates" button.

There will be a fair amount of UI updates required to implement this, so I'm not
going to definitively target it for 1.1 - when we start overhauling the UI we'll
definitely look into it though.
