I don't really understand your issue.
The check box to start with Windows is already there.

I think what Jasmouse means is not having the option to start PeerBlock with
Windows
(because that already exists) but starting PeerBlock as enabled or disabled. To
me
that sounds like a good idea.

I see a new option to 'Start PB Enabled|Disabled' is being proposed ,
but then we would have the same need for the 'Allow HTTP' option left disabled ,
(although the red-icon , and hopefully the forthcoming yellow-icon , would
alert that
PB is not fully functional) ,
>>>> so my suggestion is that PB always start as 'Enabled' , with 'HTTP =
blocked' ,
AND this should include when PB is restarted from Hibernation and Standby
(besides
the boot-start and manual-start) ,
instead of any new options/buttons for (Prog./HTTP = Enable/disable on start)
<<<<.

What I think would make most sense is to have PeerBlock always start up as
Enabled as
JRF999 said, but leaving HTTP as Allowed/Blocked as per last use since some
people
prefer to always leave HTTP Blocked. I think that should be the default
anyways,
though we may consider making this a config-file option (i.e. no UI for it in
the
Settings panel, you'd need to edit the config-file by hand to change it).
