Still not shutting down cleanly when rebooting Windows #164

Looks as though we're still not shutting down cleanly sometimes on some
machines when a user restarts Windows while PeerBlock is running.  This can
cause for example the config-file not to be saved, so that PeerBlock
"forgets" your settings if you don't first click the "Save" button on the
Settings panel.
