202 only (blocks/allows IPs) after starting on PC boot

What steps will reproduce the problem?

1. after 202 installation , run it , or
2. exit 202 , and restart it .

What is the expected output? What do you see instead?

I expect to see the IPs being blocked/allowed on PB window list ,
I see the PB window list empty , even testing GE and my ISP IPs ;
the browser accesses the internet normally .

What version of PeerBlock are you using? What OS ? 32- or 64-bit?

PB 202 / XP Pro SP2 / 32 bit

Please provide any other info below. Make sure to attach peerblock.log

PB 202 is fully operational only when "started with Windows" .

The above symptoms are the same reported for 198 via PM (2009-10-21) .

Sorry I missed your PM, thanks for adding the bug though.  Marking it as 
Critical
since it prevents PeerBlock from working.  Will look into this ASAP.
