Manage Temporary Lists #210

Would be nice to have some way of viewing and deleting-from the Temporary
Allow/Block lists.

I believe this feature is present in the "80% finished" PeerGuardian 3
code, which we'll be looking into as we start gearing up for a PeerBlock
2.0 release in a few months.  

In the meantime, if you accidentally add something to one of these lists I
believe exiting and then restarting PeerBlock should clear them.
