Local lists do not update during regular list update procedure #218

What steps will reproduce the problem?
1.set PB to use a local list
2.click "check updates"
3.the local lists are not shown in this window.

What is the expected output? What do you see instead?
The local lists should be updated when internet based lists are updated.

hopefully someone fixes this, also on startup it will update the locallists then
generate cache then it will run the online update causing it to generate cache a
second time(if you have online update enabled in the options)

this also brings up another issue where if you have online update enabled on 
startup
sometimes peerblock wont block IP's unless you delete a list to force it to 
update,
however if you have online update disabled it will block ips' always.
