utorrent says i need to allow an IP within PB #223

I have tried  to find this answer elsewhere ... sorry to bug!
How do I do this?

What version of PeerBlock are you using? On what operating system? 32- or
64-bit? Vista Home 32-bit

A good place to ask questions would be the forum located here:

To your question:
Go to list manager, "create list", add description, choose a file name, type 
"allow"
and hit the OK button and add the address.
