include a failsafe backup of default lists in case default list server is offline #245

What I propose is that the PeerBlock installer include a set of the default 
lists built in as a failsafe. During the install, you would pick your lists 
and then when PeerBlock loads the first time it goes out and gets your lists. 
Well if the list server is down, then you won't be able to get those lists 
and PeerBlock is then pretty useless unless you know other sources that you 
could then manually add. Well in my proposal, if PeerBlock detects the default 
list server is down, the failsafe lists would then be loaded and you 
would at least have a pretty good level of protection. I would then suggest 
the installer be rebuilt a few times a month to add more up to date lists.

another failsafe measure is to build a 3 level list retrieval setup.

2. bluetack.co.uk
3. built in failsafe lists

Great idea to make sure that new users are at least somewhat protected, 
especially
given the issues iblocklist.com has been having today.
