Create PortableApps version #254

In order for a program to be include in the PortableApps site/distribution,
it needs to be build to function a certain way.  We should consider
creating a special version of PeerBlock that meets their criteria.

This Issue is likely to turn into a "Meta Issue", in that numerous other
Issues will likely need to be worked on in order to fully meet the
PortableApps requirements.  As those Issues are added, this one should be
updated as Blocked by them.

More information on what would be required can be found on the PortableApps
