allowing/blocking multiple ips #276

What steps will reproduce the problem?
1.After using the ip log to allow/block you have to wait for the list 
to cache before you can allow/block again.

easy solution!

After someone uses the context menu to allow/block an ip. give them 
2 seconds to allow/block another ip before updating the main cache.
temporarily store the changes then update the main cache all in one go.
saving the user time and frustration.
